Basically you will expect to be solicited wherever you go.  If you are not Asian, and especially not filipino, i.e. white, you will be overrun by sales people the moment you leave the sanctity of the airport.  And of course, if you are not careful, you will pay the "foreigner rate".  Basically this a rate that is at least 3-4 times what a filipino would pay for the same service.  You could be standing next to the "Bill Gates" of the Philippines, and it still wouldn't matter....all the hotel and taxi people will rush you.  Basically the best advice here is to just take your time and negotiate the best deal possible.  

You should find out how far is your hotel from the airport before you leave.  This is another thing...you should have a hotel lined up for you before you leave.  Well, obviously if you have been there before and know the area, you can find a good place to stay for not too much money on last minute notice.  But if this is your first time and you have yet to make a reservation, expect the hotel reps to smell "blood in the water" where you are going to pay a "gullible foreigner premium".  I can't fault them for trying to make money from tourists, but sometimes their greed clouds their judgment and only hurts the tourism industry, especially if the traveler cannot learn to take it in stride.
