Since 9 people out of 10 do not know any better and let these drivers gouge them for the P500 at the airport, it is very difficult, if not impossible to get the average driver to charge you the meter rate.  The only way to get the meter rate would be to walk about a block down to the street, and save yourself P400 or $8 U.S. by flagging a cab yourself with a driver not preying on foreigners.  If this is not an option and you choose to negotiate with the drivers, be firm yet respectful, letting them know that you want a fair price.  Typically you will be asked what you think is a fair price.  I recommend that you initially offer them P10 per mile.  Likely you will reach a median price of roughly P15 per mile as the flat rate.  The bottom line is that you will pay P300 from the airport instead of the “tourist rate” of P500. 

I’m sure that some of you out there reading this will think that I’m being cheap.  But to me, it’s a matter of principle in that these cab drivers do not treat tourists to their country fairly. 

Recently, the Philippine Government has been taking a stance against this price gouging of tourists.  The P.I. has especially felt the negative effects of the worldwide drop in travel numbers since September 11th.  In some areas, it is mandatory that a taxi must give you a card on which you can file a complaint against them if necessary.  While the drivers may outwardly try to marginalize these regulations, the truth is that the driver usually will take the threat of a complaint very seriously.  In some instances, certain drivers have been banned from operating near the airports altogether.
