In non-airport settings, there is still instances of occasional price gouging.  This is most often apparent in locations that attract foreigners in larger numbers or are designed to cater to tourists.  Examples are what you might expect:  hotels, bars/clubs, some malls, and the occasional large social event.  This is especially true in Manila where they see the largest numbers of foreigners.  

Note that this is not typical in any other city, even in the big southern city, Cebu.  Cebu is large in its own respect with most of its foreign visitors on some sort of vacation rather than business travel as seen in Manila.  Local discussion from native Cebanos gives the impression that there is ongoing pressure placed on taxi drivers to not take advantage of their foreign travelers.  Cebu is quite dependent on foreign revenue and their rapidly growing tourist industry.  The people of Cebu realize the predatory attitude that drives people from Manila is dangerous to their economy, and therefore do not repeat the mistakes of the North.  

The best advice for any area is to enter the taxi and politely ask the cab driver for the meter rate.  If he does not reach for the meter, ask him again.  If he tries to set a fixed price that sounds unfair, tell him that you will give him the meter plus a P30 tip.  If he refuses again, tell him to stop the taxi and then go catch the next cab.  You will likely find one in a few minutes if not immediately.  Usually the driver will concede and accept your offer, so this will not even be necessary.  Finally there are some situations when it is wisest to limit your negotiations and accept the price.  Late at night after the bars are closed where the streets are quiet or any time that you are late is no time to bicker with a cab driver.  Years of experience have given them the ability to sense your anxiety.  Personally I can't blame them for exercising supply and demand in these situations as you have placed yourself in a precarious position.
